Borough Council promotes Conrad from part-time to full-time officer

PUNXSUTAWNEY — Punxsutawney Borough Council approved the hiring of a part-time Punxsutawney Borough Police Officer to full-time at Monday's Borough Council meeting.

Punxsutawney Borough Police Chief Tom Fedigan presented the Civil Service Vacancy eligibility list to council.

"I respectfully ask that council vote to approve an additional full-time officer to the department," Fedigan said.

Jaime Sherry, council member, made the motion to hire Matt Conrad, part-time officer, to become full-time, and Michele Lorenzo, council member, seconded the motion, which was approved 6-0, as council member William Spencer was absent.

Fedigan thanked the council for the hiring of Conrad, who will be placed on probation for one year.

Larry Chenoga, council president, said that council hired Conrad full-time because of the need, given the large list of overtime hours presented recently.

"I always do my best to reduce overtime, and the hiring of Matt (Conrad) will certainly help," Fedigan said.

In other business:
• Council tabled a request from Drinda Smith to place a memorial bench in Barclay Square in memory of Joel Riggleman, Dylan Behrendt and Sean McConnaghey.

Smith said the bench is about four feet long and made out of plastic resin, so it can withstand the weather.

She said it has a small plaque on the back rest.

• Council tabled the request from Amber Baker, project manager for Seitel Data Ltd, to do seismic testing.

Chenoga said he and Toby Santik, council member, have more questions regarding seismic testing following a meeting they had with a knowledgeable local individual.

• Ben White, Punxsutawney Borough manager, said in the engineer's report that the Punxsutawney Area Community Center roof replacement project is complete and they are awaiting the roof warranty from Dunkel Roofing before making final payment.

• White said the FEMA Levee Certification was sent to it prior to Christmas and that there's no timetable regarding a response from it.

He said the borough hopes to hear something within the next ten months.

• Chenoga, in the absence of William Spencer, chairman, presented the Legal and Finance Report and expenditures for the following funds which were approved by council:
— General Fund including payroll — $158,826.15
— Sewer System Fund — $260,324.89

Fund Transfers to the payroll account:
— General Fund to payroll account — $82,800.54
— Sewers System Fund to payroll account — $31,443.02
— Total payroll for December, 2012 — $114,243.56.
