Punxsy board OKs budget with no tax hike Print E-mail

PUNXSUTAWNEY — The Punxsutawney Area School Board approved its 2009-10 general fund budget — with no tax increase — in a 5-4 vote Monday. Business Manager Susan H. Robertson presented the $39,131,456 budget to the board for approval. The budget is an increase of $1,848,622 from this past year's budget of $37,282,83.

Board President Kirby Starr, Vice-President Ron Voris and board members Penny Pierce, Jeff Martz and Penny Pifer voted to adopt the budget.

Gary Conrad, Jack White, Bob Pascuzzo and Francis J. Molinaro voted against the budget.

There was no discussion prior to the vote, although dissenting members had said at earlier meetings that the budget was out of line with the closing of Mary A. Wilson Elementary School.

Superintendent Dr. J. Thomas Frantz said at a previous meeting that the district never spends all of the money that is budgeted.

The real estate tax levy for the 2009-10 school year was levied at 25.972 mills for Jefferson County and 81.887 mills for Indiana County.

The value of one mill in Jefferson County is equal to $283,408.78 — one mill in Indiana County is equal to $16,126.57.

The directors approved these taxes:

• Per capita school laws Section 679 — $5.

• Per capita Act 511 — $5.

• Earned Income Tax Act 511 — One percent.

• Occupational Assessment Tax Act 511 — 600 mills.

• Real Estate Transfer Tax Act 511 — One percent.

With a 9-0 vote, the board approved the homestead/farmstead exclusion real estate tax assessment reduction for the school year beginning July 1 equal to $9,332 in Jefferson County and $2,958 in Indiana County for each approved homestead and farmstead within the district.

In other business, the board approved:

• A letter of resignation from Dane Harrold, assistant middle school principal, effective Aug. 7

• The lateral transfer of Michael Guidice from assistant principal at the high school to assistant principal at the middle school, effective in mid-August.

• Hiring of Erica Olson as a school psychologist, at master's degree step one in the district pay scale.

• With a 7-2 vote approved a memorandum of understanding between the district and the administrative assistants (confidential secretaries) from July 1 through June 30, 2014.

Conrad and Molinaro voted no, while Starr, Pierce, Pifer, Martz, Voris, White and Pascuzzo voted yes.

• The renewal prices for the property/casualty and related insurance products through the PSBA insurance program for the 2009-2010 fiscal year in the amount of $256,335.

• The creation of pupil personnel services department chairperson at the stipend of $1,300.

• Tiffani Palas as pupil personnel services department chairperson.

• Mark Curtis as guidance department chairperson.

• Jody Bartlebaugh as the head teacher at Jenks Hill Elementary School.

• Lisa Keller as the head teacher at Longview Elementary School.

• Nancy Reinhart as the head teacher at Mapleview Elementary School.
