Saying no to a budget with no tax hike? Print E-mail

PUNXSUTAWNEY — It took nearly three hours to do it, but the Punxsutawney Area School Board finally adopted a budget at its Wednesday meeting.

The board was presented with a $37,282,834 budget, which had been on display for public inspection the last 30 days and did not include a tax increase for the 2008-09 school year budget.


When the first vote was taken it ended in a 4-4 tie with board President Kirby Starr and board member Ron Voris, Penny Pifer and Jeff Martz voting yes. 


Francis Molinaro, Robert Pascuzzo, Jack White and Gary Conrad voted no. 


Penny Pierce was absent from the meeting.


After some discussion later in the meeting, the board passed with budget 6-2, with Conrad and White sticking to their no votes.


Superintendent Dr. J. Thomas Frantz said the board would have to come up with a budget because it has to be passed by June 30 according to state law.


"In all the budgets we've had over the years, I've never spent the whole thing," Frantz said. "I don't understand how anyone can vote against a budget that contains no tax increase."


Frantz said the budget only increased $1.5 million, which is 4.2 percent from this past year.


"Give me a percentage that you want cut, and Susan (Robertson, business administrator)and I will work to come up with budget cuts by Monday," Frantz said.


Some board members said they just didn't recently object to the budget, but had opposed it all along.


Pascuzzo suggested the board table the vote until later in the meeting and continue with its agenda.


After the rest of the agenda had been dealt with, the board took a short break and then went into an executive session for discussion of personnel matters.


Pascuzzo said after the board returned from the session that this was not the right time or place to bring objections to the budget.


"I think the board as a whole needs to get a little closer together and work through some of these issues," Pascuzzo said. "Every time it seems like when we are in a position to consolidate some positions, we hire replacements. If the budget continues to increase $2 million per year over the next 15 years, we'll be close to a$70 million budget. I don't know how a little town like Punxsutawney can afford those kinds of increases."


On the second vote of the night, the budget passed, with Pascuzzo and Molinaro changing their votes to yes.


The district taxes were then set, with the per capita school laws tax at $5; per capita Act 511 tax is $5; earned income tax Act 511 is one percent; occupational assessment tax Act 511 is 600 mills; and the real estate transfer tax Act 511 is one percent.


The real estate tax levy for the 2008-09 school year will be levied at 26.029 mills for Jefferson County and 80.906 mills for Indiana County.


The board also approved the authorization for the Homestead/Farmstead exclusion real estate tax assessment reduction for the 2008-09 school year begining July 1 equal to $8,544 in Jefferson County and $2,748 in Indiana County.


Starr said to be eligible for the exclusion, residents have to apply prior to March 1 every year.

CRANBERRY CHICKEN MARGARITA INGREDIENTS: 6 boneless, skinless chicken breast halves& 2 tablespoons olive oil&Coarse salt&1 small garlic clove, minced&1 cup Ocean Spray?? Whole Berry Cranberry Sauce&3 tablespoons tequila&1 teaspoon lime juice&1 1/2 tablespoons chopped cilantro&Lime wedge DIRECTIONS:Slice breasts in half horizontally. Pound with a meat mallet or rolling pin to about 3/8-inch thickness.&Heat oil in a large skillet over medium heat. Add chicken and cook until lightly browned, about 3 minutes per side. Remove chicken to a warm serving platter and sprinkle lightly with coarse salt. Cover loosely with foil; keep warm until serving time.&Add garlic to skillet and cook over low heat 1 minute. Stir in cranberry sauce and tequila; bring to a boil. Reduce heat. Simmer 5 minutes or until sauce isthickened, stirring occasionally. Stir in lime juice and cilantro.&Spoon some of the sauce over chicken. Sprinkle with additionalcilantro, if desired. Serve immediately with remaining sauce, lime wedges and coarse salt. INGREDIENTS * 1 small sugar pumpkin& * 3/4 cup packed brown sugar * 1 1/4 teaspoons ground cinnamon* 1 teaspoon ground ginger* 1 teaspoon ground nutmeg* 1/4 teaspoon ground cloves * 1/8 teaspoon ground allspice * 1/2 teaspoon salt * 2/3 cup real maple syrup* 1 1/4 cups half-and-half cream * 1 teaspoon all-purpose flour * 3 eggs * 1 (9 inch) unbaked pie shell DIRECTIONS 1. Preheat oven to 375 degrees F (190 degrees C) 2. Cut up pumpkin, and remove seeds. Place in large baking pan, and cover with foil or lid. Bake for 1 hour, or until very tender. Remove from oven, and set aside to cool. Reduce oven temperature to 350 degrees F (175 degrees C) 3. Scrape pumpkin into a food processor; puree until smooth. Measure 1 1/2 cups pumpkin puree. In a large bowl, mix together 1 1/2 cups pumpkin, brown sugar, cinnamon, ginger, nutmeg, cloves, allspice, and salt. Stir in maple syrup, half-and-half, and flour. Mix in eggs one at a time. Pour filling into unbaked pie shell. 4. Bake at 350 degrees F (175 degrees C) for 1 hour, or until center is set. – Rita Elliott (Mahaffey, PA)

 Good morning i am a punxsy native moved to arkansas 6 yrs ago
i got my family all in pa and we use to have a big family tradition on thanksgiving
day how we would sit around the good old cold stove and tell stories of our child
hood days i always loved it when there was snow on the ground would go out and play
in it with my neices and nefews now they got older they got kids just seem to me it
was only yesterday but i want to wish all my family bk in punxsy a happy
thanksgiving god bless you all wished i was home love always linda and kenneth west

Hello to all my family and friends in Punxsutawney, PA! I
loved growing up in Punxsy and have many fond memories including eating delicious
meals at Grandma's house and playing football in the big field. At my uncle's house
we thought it would be fun to sit with our back to the fireplace but it soon
became too toasty! He always served homemade noodles along with the typical
Thanksgiving family recipes. Having a large family is wonderful and being able to
share holidays with those we love and hold dear is a special memory I will always
