Police make arrests at ‘the source’ of drug trafficking ring

PUNXSUTAWNEY — Wednesday, state police, federal and other officials announced the arrests of several local individuals stemming from an almost two-year investigation into the trafficking of both methamphetamine and Oxycodone.

Police affidavits said, "The source of this organized drug trafficking operation was based in Jefferson County, Pa."

The investigation targeted "high level, middle level and low level dealers/users in the Troop C area," and those arrested include:

Police said in late September 2010, the PSP Troop C Vice/Narcotics Unit began an investigation into the trafficking of methamphetamine, and in February 2011, was expanded to also include the trafficking of Oxycodone pills.

In March 2011, the Troop C Vice Unit was contacted by the U.S. Postal Inspection Service about packages being mailed to and from Orlando, Fla. Then, the Pennsylvania State Police was joined in the investigation by the U.S. Postal Inspection Service and the DEA.

As a result, Jan. 31, 2012, the following individuals were indicted in U.S. District Court, Western District of Pennsylvania, for conspiracy to possess and possession to distribute 500 grams or more of methamphetamine and a quantity of Oxycodone pills:
• Joshua G. Shaffer, Orlando and Hiawatha, Iowa.
• Alexander D. Showers, Orlando.
• Keith A. Hayes, Anita and Orlando.
• Tina M. Smith, Brookville.
• Joseph F. Cesa, Kersey.
• Trisha M. Thompson, Brookville.
• Tyler N. Thompson, Brookville.
• Jason E. Shaffer, Clearfield.

The investigation determined that Joshua G. Shaffer was the source of the illegal narcotics in Jefferson, Clearfield and Elk counties.

As part of the investigation into drug trafficking between Pennsylvania and Florida, the Pennsylvania State Police and the U.S. Postal Inspection Services also determined that suspect mobile phones were used to solicit and conduct illegal drug transactions.
