Civil Service Commission reorganizes, Boston joins

PUNXSUTAWNEY — The Punxsutawney Borough Civil Service Commission held its reorganizational meeting on Monday at the Mahoning East Civic Center.
Rich Alexander, commission chairperson, welcomed new member Ed Boston, who was appointed at last week's Punxsutawney Borough Council meeting to replace Bill Leiberton, who resigned from the commission.

Boston was sworn in by Mary Neal, borough secretary, prior to the beginning of the meeting.

Boston made a motion to appoint Mike Ruffner as the chairperson of Civil Service, which was seconded by Alexander and approved.

Ruffner nominated Alexander to be the vice chairperson, which was seconded by Boston and approved.

Ruffner nominated Boston to be the secretary, which was seconded by Alexander and approved.

The commission members voted to hold their meetings once per quarter at 10 a.m. on the first Friday of the month.

The minutes from the Nov. 21, 2012, meeting were approved.

Tom Fedigan, Punxsutawney Borough police chief, said the civil service eligibility list had expired, as of Feb. 6.

"Since the list wasn't extended, it is considered void," Fedigan said, adding that he would like to see a new list established at some point in the future.

Alexander said that if, in the foreseeable future, manpower declines, the commission should call a special meeting to start the process to hire another officer.

Fedigan said that he agreed and that, at this time, there is not a sense of urgency.

"At the next meeting, I should have much more information for the commission," Fedigan said.

He said there's no reason to rush into holding another examination with an oral exam and physical fitness test at this time.

The meeting was adjourned, with the next regular meeting scheduled for 10 a.m. Friday, May 3, in borough council chambers at the Mahoning East Civic Center.
